U Berlinu je 22-24. veljače 2017. u organizaciji njemačkog Saveznog povjerenika za zaštitu osobnih podataka i pristup informacijama, održan drugi sastanak neovisnih institucija za pristup informacijama. Na sastanku je kao predstavnica Republike Hrvatske sudjelovala povjerenica za informiranje dr.sc. Anamarija Musa, kao i voditeljica Službe za zaštitu prava na pristup informacijama mr.sc. Dubravka Bevandić.
Sastanak je okupio povjerenike za informiranje europskih zemalja kao i druga tijela nadležna za pristup informacijama (ombudsmane, agencije za zaštitu osobnih podataka) sa svrhom razmatranja napretka i ključnih izazova u razvoju transparentnosti i otvorenosti u europskim državama, temeljem pravnog okvira za pristup informacijama i njegove primjene. Na konferenciji održanoj 23. veljače uz neovisne institucije te predstavnike udruga koje se bave promicanjem transparentnosti sudjelovao je i zamjenik europske pučke pravobraniteljice (ombudsmana) g. Graham Smith, dugogodišnji zamjenik povjerenika za informiranje Ujedinjenog kraljevstva, koji je osobito istaknuo važnost pristupa informacijama kao jednog od načela Povelje o temeljnim pravima EU.
Nakon konferencije održane su i radionice usmjerene na pojedina pitanja provedbe zakona. Skup je završio usvajanjem zajedničke rezolucije Osigurajte ostvarivanje prava na pristup informacijama. Ojačajte europske povjerenike za informiranje! Tim se aktom (Berlinska rezolucija) naglašava uloga pružanja podrške građanima od strane povjerenika za informiranje i drugih neovisnih institucija te osiguravanja zakonitosti i ostvarivanja prava kroz savjetovanje i praćenje tijela javne vlasti. Kako bi se pravo građana na informacije ojačalo nužno je osigurati snažne povjerenike odnosno druge institucije u čijoj je nadležnosti zaštita, promocija i praćenje prava na pristup informacijama. Stoga sudionici skupa pozivaju europske parlamente i vlade da osiguraju svojim građanima pristup neovisnim institucijama i osiguraju odgovarajuća financijska, ljudska i pravna sredstva koja odgovaraju zadacima tih institucija. Putem mreže europskih povjerenika nastavit će se jačati kvaliteta u primjeni propisa te uspostavljanje europskih standarda transparentnosti.

[:en]The second meeting of independent institutions for access to information was organized by the German Federal Commissioner for Data Protection and Access to Information in Berlin from 22-24 February 2017. Participating in the meeting as the Croatian representative was Information Commissioner Anamarija Musa, Ph.D. as well as the head of the Department for the Right of Access to Information Dubravka Bevandić, MSc.
The meeting brought together information commissioners from European countries as well as other bodies responsible for access to information (ombudsmen, personal data protection agencies) for the purpose of examining the progress and key challenges in the development of transparency and openness in European countries, based on the legal framework for access to information and its application. At the conference held on 23 February, participating along with independent institutions and representatives from organizations dealing with the promotion of transparency was Senior Adviser at the European Ombudsman’s Cabinet Mr Graham Smith, the United Kingdom’s long-time deputy information commissioner who placed a particular emphasis on the importance of access to information as one of the principles of the EU’s Charter of Fundamental Rights.
After the conference, workshops aimed at certain aspects of implementation of the law were held. The meeting ended with the adoption of a joint resolution entitled Enforce Freedom of Information! Strengthen European Information Commissioners! This act (the Berlin Resolution) emphasizes information commissioner’s and other independent institutions’ role of providing support to citizens as well as ensuring the legality of the exercise of rights through counselling and monitoring by public authorities. In order for citizen’s right of access to information to be strengthened, it is necessary to ensure strong commissioners as well as other institutions who are responsible for the protection, promotion and monitoring of access to information. Therefore, the conference’s participants call on parliaments and governments in Europe to provide their citizens with access to independent offices and to provide these offices with appropriate funding as well as human and legal resources corresponding with the importance of their task. Through a network of European commissioners, the quality of the application of rules and the establishment of European standards of transparency will continue to be strengthened.
